In the 21st-century city of Westland, New York, a serial killer is on the loose, attacking victims indiscriminately. A young girl barely escapes an assault, witnessing the brutal act. Returning to their hometown, Meg and Joe plan to commemorate the "birthday" of Shirley, a former orphan who once shared Meg’s life. As orphans themselves, they chose the day they first met as Shirley’s birthday. Before Joe entered the picture, Meg looked after Shirley and two other children. Eventually, these children were adopted by Sam, a principled police officer, and were believed to be living a peaceful life under his care. While Meg and Joe assist someone and earn a reward, they decide to purchase a gift for Shirley and visit Sam. Upon arrival, they notice Sam acting oddly. Upon inquiry, Sam reveals that Shirley was brutally assaulted by the same killer. Overwhelmed with grief and anger, Meg is urged by Joe to seek vengeance against the murderer for Shirley. However, the killer begins to close in on Meg and Joe. Their gaze is met with the killer’s chilling black eyes. Compounding their troubles, a sinister plot emerges, threatening Meg, Joe, Sam, and the whole town.

In a near-future Japan where crime rates have skyrocketed, civilians are permitted to carry firearms for self-protection. To combat this wave of violence, the Recently Armed Police of Tokyo was established, dedicated to eliminating criminals through any means necessary. Kyohei Tachibana, a gifted culinary student, harbors aspirations of becoming a renowned pastry chef in France. His plans are derailed when he is approached by four young mercenaries—Jo, Meg, Sei, and Amy—who request his services as their cook. Faced with this challenging opportunity, Kyohei joins the group as they undertake perilous missions in the tumultuous city of Tokyo. As he becomes immersed in their underworld activities, Kyohei finds himself engaging in tasks far beyond cooking.
