In a future where humanity has depleted its fossil fuel reserves, leading to a major energy shortage, society turns to solar power as an alternative. The world realigns into three major factions: the Union of Solar Energy and Free Nations, the Advanced European Union, and the Human Reform League, each possessing a solar generator providing limitless energy. This situation devastates former fossil fuel exporters, sparking ongoing conflicts and wars over control of solar energy. Amid this turmoil, a mysterious paramilitary group called "Celestial Being" arises, committed to eradicating all warfare through armed intervention using advanced Mobile Suits known as Gundams. The narrative of Mobile Suit Gundam 00 follows Celestial Being's Gundam Meisters—Setsuna F. Seiei, Lockon Stratos, Allelujah Haptism, and Tieria Erde. These individuals are thrust into the violent confrontations among the three superpowers, each striving to achieve a peaceful world.

By the year 2311 AD, the Earth Sphere Federation (ESF) has united the once-divided world under its governance, establishing the A-Laws as a preventive military force meant to combat violent terrorist groups. However, the A-Laws gradually exceed their legal authority, imposing harsh control over Earth’s population. To oppose the A-Laws' repressive methods, the anti-terror organization Celestial Being reemerges. Wielding advanced mobile suits called Gundams, Celestial Being's pilots enter a new conflict against the A-Laws, determined to halt their abusive exercise of power. Leading this battle is Setsuna F. Seiei, pilot of the Gundam Exia, alongside his comrades Lockon Stratos, Allelujah Haptism, and Tieria Erde. Throughout their struggles, Setsuna uncovers a sinister plot orchestrated by a new faction known as the Innovators, forcing him to confront his personal traumas and unresolved issues in order to save a world that regards him with scorn.
