Synopsis
In Tokyo, development of a new waterfront district is underway, but prominent Chinese mafia leader Lin Haifeng intends to seize control by acquiring a majority stake in the construction firm. His ambition is to transform the waterfront into a gateway for Chinese organized crime, turning Tokyo into a "New Hong Kong." After Tsuyoshi Aiba's friend Kurihara commits suicide, having unknowingly helped Lin obtain some shares, Aiba swears to avenge Kurihara by stopping Lin's takeover of the waterfront project.
