Continues the story of Yat-chan to Kasei no Ko
Continuing from the prior film, this OVA features Yat-chan's ghost teaching a visitor from Mars about traffic regulations on Earth. The Martian possesses the special power to perceive and converse with Yat-chan's spirit. Yat-chan aims to prevent the Martian from meeting the same tragic end he did.

In "Yat-chan to Shinnyuusei," Yat-chan is invisible and cannot speak to humans, but he has supernatural abilities that allow him to enforce traffic safety by shooting a laser from his finger. He starts following Ken-chan, a boy who looks very similar to Yat-chan and behaves just as recklessly near roads. Ken-chan also has a childhood friend named Miko, who is distinct from the Miko appearing in the first OVA. When Ken-chan is about to meet the same tragic end as Yat-chan, the ghost steps in and uses his laser to save him. As Yat-chan continues watching over Ken-chan, they encounter various people ignoring traffic rules and offer assistance. For example, they help an elderly woman who struggles with the stairs of a pedestrian overpass while trying to cross the street.
