
Summary
As the younger of the Toguro brothers and the most formidable member of Team Toguro, he serves as the primary antagonist of the Dark Tournament Saga, second only to Sakyo. Renowned for his calm demeanor, he never removes his signature sunglasses and spends much of his time serving Sakyo, one of his key clients, despite having no personal ambitions. Tall and heavily muscled with slick black hair, he is emotionally hollow, having sacrificed everything in pursuit of "power absolute." His main objective in the tournament is to battle Yusuke Urameshi, driven by the thrill of facing an uncertain opponent and to avenge his defeat by Genkai’s student. In the Japanese version, the siblings are initially known as the Brokers of Darkness. While rarely called "Younger Toguro," he is referred to as "brother" by Elder Toguro or simply "Toguro" by others. He ranked 11th in the first Japanese poll with 141 votes, 7th in the first American Shonen Jump poll with 203 votes, and 10th in the second Japanese poll with 447 votes. His primary ability involves increasing his muscle mass, assigning a percentage value to each power level. He typically uses 1-30% of his power but can fight at up to 80%, as seen in his final bout with Genkai, usually to intimidate opponents. He fights at 100% power only against Yusuke, transforming into a grotesque, stone-skinned giant with cone-like shoulder extensions that can absorb souls, fire energy bullets, or shatter Spirit Gun blasts with a flex. A final level exists, referred to as 120% in Japanese or 85% in the English dub. This full power form features larger shoulder plates and cobra-like facial extensions. Despite appearing to be the strongest character aside from Yusuke during this arc, Koenma reveals his full power corresponds only to an upper B-class demon. Although the English dub claims both brothers are upper B-class demons, this is unsupported by the manga and likely a generalization.
