The Fire Daimyō is characterized by a fickle and indecisive nature, allowing his choices to be easily swayed by personal biases and outside influences. When critical decisions requiring speed are necessary, he delegates the heavy lifting to his advisors, effectively letting whoever makes the most compelling case become the "winner" of the debate. He previously held a fondness for Jiraiya, considering him a strong candidate for the position of Hokage, and was also notably impressed by the reputation of Kakashi Hatake.
