Summary
Operating under the alias "Mountain Witch" within the Underworld several decades prior, Mother Carmel was a criminal who trafficked orphans. She ran an orphanage called the "Sheep's House," where her facade of benevolence earned her the title of "Holy Mother." In truth, she sold the children in her care to the World Government every two years for training as Marines or Cipher Pol agents. Her reign of exploitation ended 63 years ago. Among her victims was a young Charlotte Linlin, who would eventually rise to become the Yonko known as Big Mom.
