Ripper
Summary
Commander Ripper served as one of Axe-Hand Morgan's subordinates at the Marine base in the East Blue. Following Morgan's defeat, Ripper assumed control of the base's operations. In a move that defied strict protocol, he permitted Luffy and Zoro to escape without reporting them to headquarters for dismantling Morgan's tyranny, a decision that resulted in him and his entire squad being placed on food restrictions. He was also instrumental in recruiting Koby and compelling Helmeppo to join the Marines. Ripper stands apart from his fellow marines by being caught between the ideologies of Absolute Justice and Moral Justice. He first appeared in Chapter 7 and Episode 3.
