Summary
Monaka Oyafune serves as a member of the twelve-person Board of Directors in Academy City, and her daughter is a teacher at the school attended by Kamijou Touma. She makes her debut in Volume 14, where she attempts to convince Touma to intervene in the riots sparked by the Roman Catholic Church’s use of supernatural powers. This crisis arises because Aleister Crowley publicly revealed that the magic practiced by various churches is merely a front for rival esper research institutions. Although the Board of Directors chose not to intervene, allowing the conflict to persist as it benefited Academy City by enabling them to sell weapons to the Science side for increased funding, Oyafune acted to protect herself from retribution. To avoid punishment from her fellow Directors or Aleister, she hired Tsuchimikado Motoharu to act as her executioner, allowing herself to be shot by him. Touma noted that such self-harm was unnecessary, serving only to induce a guilty conscience and force him into battle. Subsequent events confirm that she survived the gunshot wound. Various groups, including ITEM and GROUP, suggest that Oyafune may be the only Board member who genuinely cares about the students. When ITEM learned of an assassination order issued by SCHOOL to erase her, they noted that she had no significant involvement in Academy City’s dark underbelly to warrant such an attack. Later revelations indicate that the attempt on her life might have been orchestrated by Aleister to trigger a chain of events aimed at eliminating internal threats, such as those caused by BLOCK, regardless of whether she lived or died.
